electrical installation "electrical installation" means any installation (including plant, land, works and other property movable and immovable) which was immediately before the appointed date the property of and operated by the LPKT and was essential for the supply of electricity to the public and Government purposes and where there is a dispute as to whether any installation is essential for the supply of electricity, the decision of the Minister after consultation with the LPKT and the Board shall be final;
